Create Page Approval Flow

I am trying to setup page creation approval in SharePoint Online site. When I go to Site Content > Site Pages and click on Automate > Power Automate I only see Create Flow and See My Flows. I do not see Configure page approval flow. I enabled the "Require content approval for submitted item" option for Site Pages library, and I also have a site admin access but I still don't see it. How do I have the "Configure page approval flow" option added? Is it possible to create a flow from scratch to do the same thing? I'm appreciated for your help.

Two questions to double check.

- Do you have a site owner role in the site (full control permissions?).

- Is the site a modern site (communication or team site)?

I have Site Owner with Full Control access and it's a Communication site.
