Clarifying Capability to Create User in Azure Active Directory and On-Premise Active Directory

Hi I have been researching options for Creating AD Users in order to create AD Users from our HR Onboarding system.  Can someone confirm that the following is true and/or correct my understanding:

- Create User -  Azure AD

I can use a Power Automate Cloud flow to Create a user in Azure AD as well as add that user to groups using the many available Azure AD Actions.

- Create User On-prem Active Directory

Is it true that I can only use Power Automate Desktop(PAD) to establish an LDAP connection on-prem to create a user in on-prem AD?  Or is this capability possible with a Cloud flow and I just have not seen it? Is that because of the fundamental difference in the underlying technology?

I would love to stay in a cloud flow if possible... but want to confirm that I should purchase an unattended RPA license in order to automate the creation of on-prem AD accounts.  We are currently Hybrid, with user account creation occurring in on-prem AD, synching to the Azure Ad  and Azure Ad is managing M365 entitlements and guest accounts. Thanks in advance for your assistance!  Deborah:-)

Have you found a solution? I have a similar scenario and the result of the research I have done leads me to believe that creating an on-prem AD user from a cloud flow isn't possible.

We do receive an email when a new employee is onboarded so my thought is that it may be possible to trigger a PAD flow to create the AD user account when the email is received. Not a cloud based solution but if it runs on a server it should be available during working hours.
