How to change the permission of users present in one column in SharePoint lists

Hi,

 

I have a SharePoint lists (List1, List2, List3)which has same columns. One of the column is 'Approvers'. Now when item is created in List 4 I want to change the permission of users present in 'Approvers' column and all the site users to read only using flow. Can anyone help me with this.
