We keep using Nintex in SharePoint Server for a long time. So when we first touch O365 as well as its own workflow design tool, we're not very sure about the conception.
A big point I wanna confirm is, if it's possible that we block the Flow platform to all users. The ideal condition is, only Admins can design and implement workflows. Normal users can use the created workflows, like doing approval or info submitting. But they cannot create their own, or even have no access to Flow.
Is this possible? And will Data Loss Prevention technology help realize this goal?
Hi Ella,
To run a flow, your users should have a license for Microsoft Flow. With the license, they could create their own flow. If Admins design and create flows, for other users to run the flow, Admins will have to share the flow so that multiple people can own and manage a flow together, shared users will have the ability to edit, update, delete and access the run history of the flow. So I am afraid it might be impossible to achieve what you want.

Data loss prevention policy provide us with the ability to create and enforce policies that define which consumer services/connectors specific business data can be shared with. I am afraid it cannot be used to block flow to users.
I would suggest you create a request at Flow Ideas Forum about your scenario so that PGs will take your request into consideration in the future releases.
