Power apps prompt for You need a current plan or trial to use Power apps

I have assigned a Power Apps for O365 license to a user but when the user opens a list item form customized with power apps, the app shows the following message: “You need a current plan or trial to use Power apps”

 

Can help me with ideas of how to try to resolve this issue?
