Problem with Flow

I have a problem with Flow
Let's have an example: I have 4 Actors "A" < "B" < "C" < "D"
So, Do I Use Role for Flow to dentralization for them,
Like A send a request for B then have a condition, If yes it'll be send for C and no it's turn back
The same to C and D and turn back to A

Some further detail would help ... although, you may want to look at a switch action perhaps instead of a condition.

I agree with @AlanPs1 that additional detail would be helpful. That said, it sounds like what you really want is a state machine workflow. You might take a look here and here for an explanation of how to proceed.
