Send different emails based on category selection

Hello,

I have a project list with columns for Bureau/Office and Notes. I want to receive an email notification whenever a note is added. I also want staff to receive email notifications when a note is added, but only when one is added to their particular Bureau/Office.

I first set up a flow to send me emails when notes are added and that worked fine.

Then I added a flow to send emails to specific bureaus/offices. This also worked. However, once this second flow was turned on, the first one stopped working and I don't receive any notifications for those updates. It seems the second one overrides it because of the conditions. 

I tried to combine the two flows into one, which is this image. The Yes condition works for the selected Bureau/Office but the No condition doesn't. I thought that might generate the email for All notes, but I think the conditions have to both be No for that to work. 

Any thoughts on how to make this work?

    could you tell whether flow should send email to u under No branch section ?
     
    Could you confirm on that ?
     
    Also it is good combine the flow into single for sending email to you and staff, ideally flow design should like below (as per flowchart design)
