Power Automate Free license and sharing of flows

I noticed something about Power Automate Free license in Microsoft documentation today, that I'm not sure was a thing before:

 
It seems that you can't share flows with the Free license but I just tested with a colleague who has the Free version and she could share the flow with me. Does anyone know if this is a recent change?

    I would need to see her Browser window to show me she was in fact in a free Tenant / Subscription, snice you don't have it, there is no way to say.
     
    There is a difference between a Developer and a Free, so maybe she has a developer one, not a free one.

    I checked the licenses information in Azure portal for her account and she only had this:
