Approval Flow email - To syntax

Hi All

I have a flow in which works for the approval email but it only sends it to the first one not the 2nd person, in which I separated it with a semi colon in the picture below.  The Outputs are compose statements after an Excel Get Row.

My question is - is this the right way to do it with multiple assigned to? Or should I be doing this dynamically with some concatenate formula using the outputs?  It seems to work for the first person, but not anything after the semi colon there in the 'Assigned To'.

    I validated the same & it works, I will say it can be one of the ways.
    Can you please check the output has a value ?
    What is the action name in approval you are using

    Yes there is an output email for both (Approver and Back up Approver) but nothing is being put to the Back Up secondary person.  Maybe my flow should be done a parallel branch instead of after getting the Approver Email?

    I literally just did a initialize variable after compose operation then used those variables in the 'To' for the approval.  Works now.  Thanks!
