Inserting two hyperlinks in Start and Wait for an Approval

Hello friends, I'm trying to put two links in the Start and Wait for an Approval connector. Since the template only allow one link, I tried using the expression function below but it also doesnt work:

concat('<a href="', variables('url hr'), '">HR Link</a>')

Here is the flow:

Here is how it looks like in the approval. which is unsuccesful:
