For both the datacards "Programming languages & frameworks" and "Hobbies" the text property is set to Parent.Default.
Preference is to display nothing. Or, if possible, a text.
Both cells are formatted as general (in Excel).

that is very strange as both columns would have been read as text. May I suggest you fix the datasource rather than filtering in PowerApps unless that is absolutely what you wish to do?
IFERROR(yourCurrentFomula, "your Text") should do it in Excel.

I've tried =IFERROR(LEFT(M8;LEN(M8)-2; "your Text") and I got
you missed a closing bracket :).
=IFERROR(LEFT(M8;LEN(M8)-2); "your Text")
That should do it
