Adding New Duplicate Detection RUle

So i went to add a new Duplicate rule today. and the new UI was installed for advance settings. 

it fails to load fully. and i tired thinking it wants me to save half a record before allow the next stage. but it dosent even work.
 
Whats annoying is i only created 2 rules 2 days ago. and i went to add the others today...

    You can open this in old advice setting. Or you change url for open old setting. You need to replace your url..
