PowerApps by default will always display in local time. TO have a try create a text field and try to populate it weather the text is populating correctly or not

The other input already populated correctly, only the date. You can see there from the image, the date always displays the same date every time.
Go to Site Content--> Open the List and check weather you are setting any default date or not

Field level default value should not be available and SharePoint and Powerapps should be in same timezone
