Microsoft made backend changes recently that caused some publishing jobs to hang indefinitely in Copilot Studio and the Power Platform admin center. The issue is usually linked to environment settings, stale versions, or blocked background jobs.
To fix it:
1. Switch to a different environment and republish
Publishing often works immediately in a new or different environment (e.g., Default, Developer, or a freshly created Sandbox).
2. Clear cached build versions
In Copilot Studio → Settings → Versions, delete older unpublished versions and try publishing again.
3. Disable / re-enable Generative AI features
In Environment → Settings → Generative AI features, toggle them off and on to force a backend refresh.
4. Check background service health
Go to Power Platform Admin Center → Health → Service Health
Some users reported outages affecting agent publishing.
5. If it still won’t publish → open a support ticket
Microsoft has confirmed that some tenants require backend intervention.
