Power Automate flow triggered from Power BI

Hi All,
 
I have a Power Automate flow, which includes premium actions: Populate a Word Document and Create file (sharepoint).
 
Is there a solution where the each user triggering the flow does not themselves require a Power Automate Plan 2 licence?
 
If the Flow is in a solution, can I trigger that from Power BI, and use a service account, so only that account would need the licence?

    A license will be required in each case. Working around that would constitute an attempt at license terms violation.

    "Create File on SharePoint" is not a premium action though.
