Translate language on the fly and persist the session

We are in the process of building a chatbot that requires Spanish and English languages. Instead of having to build two separate chatbots, is it possible to translate the language on the fly (without QNAMaker) and keep the functionality of PVA?

    Today, PVA bot doesn't support multiple languages. We have items on our backlog to support single bot with multiple language in the future.
