Plugin actions not visible in topic

Hi,

 

I created a two plugin actions (one from the plugin action create menu)

and another from the topic designer(?)

They are visible on the plugin action list

IntrepidIbex_3-1709128145140.png

but not on the plugin selection list

What do I need to do to be able to add them to my topics?
