I want to know about Power Automate image matching algorithm.

We are creating an automation for image matching/mismatching judgment through the power automate image matching algorithm.
However, when comparing the same file as the photo above with the advanced Occurrence: 3 or lower, it is judged as not the same.
What is the standard for this?
