Hi,
I am trying to import a solution package into Dev env, this solution is exported from a different env. the Dev Bot ID has the below roles assigned - Bot Author and Environment Maker. Let me know if we need to change or add any of the roles to make this work

I believe developer environments are still limited to only the user who the environment is created for. Create a trial or sandbox environment and see if you can import the solution there. Or have the owner of the Dev environment do the import.

Think i provided incorrect information here, infact it is a Sandbox env provided for development purpose with the relevant licenses and security roles as mentioned in my original post.
Looking back at the roles you have assigned, I don't think either of those will give you the right to import a solution. By default it needs to be one of the following:

Do we need the system customizer role to export a solution too ? As i tried to export the solution i am getting a similar error
