I am trying to figure out how to create a flow the when a .csv file is added to One Drive, the columns in the .csv file will be mapped to specific fields in the Outlook contact card to be imported into one contact list. The contact list will not create duplicates.

    It is possible via this OneDrive for Business - Connectors | Microsoft Learn and Outlook Actions
     
    1. Create an Automated Flow using 

    When a file is created (properties only)

    Operation ID:
    OnNewFilesV2
     
    2. You need to make sure that the Excel file has a Table around the data.
    If not you need to use the Graphi API, or you need to create one before hand, or use Create Table (excel action) to create one around the data
     
    3. Do a List Rows in a Table (this will you loop through all the contacts in the file)
    3a. Add an Apply to Each, using the output from #3 here

    And you are done.
