Whenever a new person joins an M365 group, send multiple email invites

Hi, thank you in advance for taking the time to read this and respond.

The situation:
Every month there are 2 time recording deadlines and 2 corresponding time approval deadlines. The business team want these deadlines created as meeting invites in each workers calendar, so they can see in advance when the deadlines are and a meeting reminder will appear on the screen reminding them to complete the action. Each month is different and does not fit within a series, so at the moment each invite is manually create and there are 48 per year. Then when there is a new colleague, all of the remaining invites are manually updated, which creates a lot of manual work.

The requirement:
Provide a list of the dates, automatically send out the invites based on the dates, check daily if there are new colleagues and send out all of the future date invites.

I am really not sure what the best solution is here or what is actually possible. I have thought of two possibilities:
1) Create a sharepoint list of the dates, create a flow that compares a M365 Group membership for all staff daily to a people field in sharepoint associated with each date that the flow has updated to say it has completed the flow for those people. Might need to be two flows as the text for the time recording and time approval bodies is different.

2) Create the invites manually , check the attendee list against the group membership (is that even possible?) and update the attendee list based on if there are new members in the M365 group for all staff, without resending the invite to all current meeting attendees.
