I have a question regarding Power Automate licensing for Premium connectors, specifically the HTTP action.
As per Microsoft documentation, the HTTP connector is categorized as a Premium connector, which should require a Power Automate Premium license (per user or per flow).
However, in my current setup I am able to create and run flows with the HTTP action successfully even though no Premium license is assigned.
My environment details:
Neither account has Power Automate Premium or Per Flow (Process) licensing.
The flow includes an HTTP action used to call a SharePoint endpoint (/transform/zip) to generate a ZIP file from SharePoint files. The flow runs successfully without any licensing warnings or failures.
My questions:

Is it mandatory to have a Premium license to run flows that contain the HTTP action?

If it is mandatory, why is the flow currently working without a Premium license?

The Default environment

Developer plan (Power Apps Developer license)

Calling an internal SharePoint endpoint

Licensing enforcement not being triggered yet?
I want to understand whether this behavior is expected or just temporarily allowed, and whether it could break later if Microsoft enforces licensing more strictly.
