I don't know how to enable or navigate to create a Cloud Flow.  My only option is a Desktop Flow.

    1. Go to Power Automate Web Portal
      https://make.powerautomate.com
       
    2.  Sign in with your Microsoft Account
       
    3. Navigate to “Create” (On the left navigation pane)
       
    4.  Choose Automated cloud flow, Instant cloud flow or Scheduled cloud flow to create a Cloud flow.
