I have a when an item or a file is modified in a SP table trigger - giving me an error message - looks to be a throttling issue but I also see "The response is not in JSON format." error  Does anyone know how to resolve this?

yep, 429 is all you need to know.  You got punished for running too many requests in too short of a time.

    Consider the batch API.
