Data driven subscriptions using Power automate

Hi,
 
Due to company data share policy I am not allowed to share data out side of the organization using Power BI subscriptions so I am trying to build SSRS like subscriptions using Power automate flows which will deliver email with xlsx attachments.

I have achieved this using combination of Power BI + Power automate + Power BI paginated (PBI semantic model as data source). I would like to know/understand how scalable is Power automate and how much it supports.
 
The following are 
1. Subscriptions will be created by users in Power bi.
2. Subscriptions to be run on daily/weekly/monthly basis.
3. Subscriptions will be in tens of thousands
4. Excel attachment (Workbook) will have multiple sheets of data (Exported paginated report).

    Since you already made progress, I would suggest that consider Fabric+Azure function ( enhancement).

    Power Automate is an Azure system so it will scale automatically. There are tenant-level limits on how many calls you can have, so you may need to use a Capacity License to avoid those limits.
     
    You can use the When an HTTP Request Is Received to run the flow as an API call, giving instant on-demand results to your users.
     
    The only thing I would recommend is running the PBI report at regular intervals and caching the results, then having your API flow deliver the cached results. PBI tends to respond pretty slowly on its own.
