Where could I start as far as learning to make a Bot that could respond to customers outside of business hours in MS teams to let them know we are closed and repeat our business hours?

When you start the chatbot creation, automatically you can see topics called Lesson 1, Lesson 2, Lesson 3, and Lesson 4. The idea of these topics is that respond to your customer your business hours, you can change it.
And you can create new automation using Power Automate when the user starts the conversation, you get the current hour using the Power Automate.
