HR Personnel File saving Form Response as PDF into different employees files

Hi

Needing guidance on how to complete this flow correctly.
The aim is for all employees / Managers etc to submit a from response regarding performance. However, it needs to save to different employee files as seen below.

A question in the form is the employees name - so this can be used in the flow.

Do I need to save the response as a PDF first?
I know there is products out there but cost $ for a subscription. Would like to use Microsoft features that are available but happy for suggestions.
