Premium Licensing question - what licenses are required for an email triggered workflow which needs to do premium stuff

Hi All,

I have a requirement to use a PowerAutomate flow to monitor a shared mailbox in O365 and then perform some premium actions (HTTP actions to make REST calls) to process the incoming emails. Who would need premium PowerAutomate licenses for this scenario?

I understand that licenses can be required for the users who would trigger the flow; but in this case, the flow will be triggered by emails arriving from unknown external senders.

Thank you in advance,

Paul.

I think I've found an answer to my own question!

According to this video: Power Apps & Power Automate Licensing Overview 🔴 LIVE (July 31, 2021) - YouTube

with Priya Kodukula from Microsoft and Reza Dorrani, if you look at 51:06 onwards in the video, somebody has asked a very similar question, but based on an automated flow from SharePoint rather than a mailbox.

The answer in the video is that licencing depends on who triggers the flow:

    • if the flow is automated of scheduled, it runs in the context of the author of the flow, and therefore only the author needs to have a premium licence.
    • If the flow is an instant flow or a powerapps flow, it will be triggered by, and running in the context of the end user, in that case the end users who run the flow would also need a premium licence.

So for my example, I would need a premium licence for the author of the flow.

I hope this helps somebody else, because I couldn't find anything written down that illustrated this 🙂

    Paul.

Yes, a premium license is required only for the account that actually runs the flow (whether running in "development" as author or running as "production" when the development is completed). The credentials to log in to Outlook are entirely separate.
