Get User Profile (V2) error: ResourceNotFoundException

Here is a screenshot of the full error.
 
From researching this error I seems to be caused due to the user was not found/exists. I have checked the Microsoft Office 365 Directory for active users and was able to find the user. I am using their email to search for the user and can confirm that the email matches the user's email setup in the Microsoft Office 365 Directory.
 
I did notice that the user did not have a Microsoft Power Automate Free license but I tried the flow with another user which also did not have the license and it the flow ran. Would like to know what else I can check.
 
Note: I also checked the Azure AD and the user does exist in the domain.

    The presence of the user in the directory means they have been added to SharePoint. But they won't actually establish a profile until they log in the first time and do something. I suspect the user you are looking for hasn't done that.

    So the user did try to access one of our apps. But due to the flow failing there are not able to access the information relating to the app. What the flow does is setup Item level permissions for user records. I have not experienced this with any other new users in the two years of using Power Automate so I am a bit confused when you say they have to login and do something given other new users have been added who only use some of the PowerApp applications and do not interact with SharePoint or PowerApps directly.
     
    But from your suggestion should I ask them to login to the make.powerapps.com site or would just having them login to their Microsoft account be enough?

    If you are getting their user Profile have them login to SharePoint using their Work or School account.  Users with just a Microsoft Account won't have a profile.

    So I had them try to access SharePoint from their work account and they were unable to access it. However I did try it for someone else which no errors had occur and while they are unable to access SharePoint as well the flow had no issue when retrieving their information.

    SharePoint is the typical place where the profile gets created, but there are others. Have them log into Office.com  Take a look at this post that explains how to access the profile editor in M365. How to Edit Your Microsoft 365 Profile With Delve Gone

    Tried re-running the flow again and was successful. Did not update anything on the user's end. At this point I am unsure what the difference from the user permissions. I have to assume maybe just getting them to open SharePoint as you first suggested but I am not 100% sure that fixed the issue.
