I am looking to create a flow where a sharepoint list is downloaded to excel then saved in a library. I have tried several ways but the csv does not work for me or it creates a file for each line.

Your best option is use SharePoint - Get List and Excel - Insert Row action steps to use to produce the Excel rows. Yes you need to have a predefined excel sheet and table for this.
