PDF Viewer without flow, works for service account and Not working for user accounts

Hi Fellow Developers,
 
I have a query for PDF viewer in PowerApps, that has setup without a flow.
 
I have been giving the document property to variable and its results, where variable has appress URL and encoding the list attachment URL as below:
 
Set(varPDFview,
"appres://datasources/RawDataExport/table/b04e01bb-2b6c-4847-ab3c-25eeedb18d24/rows/0/reference/https:%2F%2Funitedstates-002.azure-apim.net%2Fapim%2Fsharepointonline%2F000db961442b4af6bb0cc6ccc85feef7%2Fdatasets%2Fhttps%25253A%25252F%25252Fteam.effem.com%25252Fsites%25252FPlanogram_Dev%25252F%2FGetFileContentByPath%3Fpath=%252f" &EncodeUrl(First(GL_Dashboard.Selected.Attachments).AbsoluteUri)
);
 
However, Service account is able to view the content in PDF viewer irrespective of machine, as Docs are stored inside the Site Library only.
But User accounts are encountering couldn't open file error. Can anyone please suggest on the fix?

    I do not see any details relative to how the users attempt to see the document, I simply see some variable
     
    Please provide all the details and steps prior to the creation of the PDF, how it gets stored, by whom created it etc.
