Hi All, I am working on of the use case where I need to validate the minimum file size limit before uploading the file using the Attachments control in to the SharePoint list.

This is not possible with standard controls. For instance the Attachment control does have a property MaxAttachmentSize for limiting the maximum filesize, but not for the minimum size: https://learn.microsoft.com/en-us/power-apps/maker/canvas-apps/controls/control-attachments#key-properties

That's what I'm saying: it is not possible with standard controls. Perhaps some code component could be used, but that's outside of my skillset.
Alternatively you can try to retrieve the file size using Power Automate: https://powerusers.microsoft.com/t5/General-Power-Automate/How-to-determine-the-size-Mb-of-an-attachment-in-MS-Flow/td-p/473765
However, this will require the attachment to be stored in some temporary datasource...
