Allow users to run flows but not create

Hello

 

Ive created a corporate PowerApp that utilises a few flows so we need to grant the license to the users but we don't want to give them the ability to create their own flows. Is this possible?

    For future searchers - Microsoft have confirmed this isnt currently possible
