Power Automate Desktop is only free if you use it with a personal Microsoft account. If you signed into it via a work or school account, it requires a license. You either need a trial license, or a paid Power Automate Premium license to be able to create desktop flows.
Also, if you are using a work/school account AND have a proper license but are still unable to create flows, this might be because you do not have the appropriate security role to create flows in the corresponding environment. But it doesn't seem like that is the case, as you do not actually have access to any environments, based on your screenshot. So, please check the account you're using and whether it is properly licensed, if you use a work/school account.
