I want to create a Microsoft Power Page for - Pay as you use - authenticated model. I only want to give access to few external users. I understand my power page will be publicly available. Is there anyway that I can only allow specific external users and not for wider public.

To the best of my knowledge that isn't really possible. Power Pages is either setup to be authenticated against your internal tenant or anonymous access to the Public. The best you could do is make each external user a guest in your tenant. But I think that will require them to have a license to access the Power Pages.
What if I make Power Page Private and only Azure AD Subscription for external users, and sent sent link only specific users by invitation
As I said there is a different licensing model for authenticated users vs anonymous users. So the Azure AD Subscription users would need a license as I understand it.
