On a user's personal sharepoint folder, they have the option to see and create flows.
but we don't have the same option on their departmental folder
What must we change to have the same options?

If the department folder is located in SharePoint (and not their OneDrive) then they will need Edit rights on the department library in order to create and run flows.
is it one of these rights? Right now they have edit access.
It seems that when you view a SharePoint List/Library from within OneDrive you don't see the Power Automate option. If you directly into the SharePoint List/Library, you should see the following:
And yes, Edit rights on the List/Library would be appropriate.
