We created a simple automated flow, triggering off ADO, and using 'peek code' the frequency interval is set to 5 minutes. After searching through this community, the only solution to reducing this interval I could find was to upgrade the license, which would supposedly bring the interval down to 1 minute. After attaining a per-user license for my account, the interval has not changed.
Is there a way to reduce the automated flow frequency interval to make it feel more responsive/real-time? Did I get the wrong license? Could there be licensing confusing due to my org providing a Dynamics 365 account to begin with?

According to your description, seems what you want is your flow got start right after the trigger happens. You should refer to "Minimum postpone interval" limits in this table: Limits and configuration - Power Automate | Microsoft Learn
Meanwhile, if a user has multiple plans, such as a Microsoft 365 plan and a Dynamics 365 plan, the flow will have the performance profile of the higher of the two plans.
