Power Platform Build Tools failing in ToolInstaller task - outage

The PowerPlatform BuildTools tasks all require each pipeline to run the ToolInstaller task. It will download and install the required PS modules for the other tasks. Right now, powershellgallery.com is experiencing an outage, see status updates on:

The PowerShell team here at MSFT is engaged and is investigating. So far no ETA for fix/recovery yet.

We apologize for the outage and difficulties it creates to our PP BuildTools users and their Azure DevOps pipelines

as per Fri 10/30 3pm PDT (22:00 UTC), the PowershellGallery team mitigated their outage
Azure DevOps pipelines using the PowerPlatform BuildTools tasks now succeed again
