Permission to create machines group

Hi,

 

On one of my accounts, I am not able to create a machine group. In PAD I see message, that I don't have permission to edite machine's settings. 

Account has Desktop Flow Machine Configuration Admin and Desktop Flows Machine Owner permissions.

 

How to solve it?
