Run only users having "a problem connecting to connector 'Office 365 Outlook'"

I created an instant cloud flow that takes data from an Excel spreadsheet to populate the fields of an email. It uses Office 365 Outlook connector to send emails via "Send an email (V2)" action. When I run this flow from Excel's "Automate Work" panel, it works fine.
I also added other company employees as Run only users. I set Office 365 Outlook connection to be provided by run-only user running this flow in order for them to send emails from their accounts.
 
When run-only users try to run the flow they successfully log in with Office 365 Outlook connector but get an error: "There was a problem connecting to connector 'Office 365 Outlook'. Check for missing or misconfigured connection references or permissions and try again." on the next step.
 
Re-creating connections and re-logging has no effect.
However, if share this flow with the same users they are able to run it with no errors.

Would appreciate any ideas how to troubleshoot this because I've exhausted mine.

    Is this a Gov or GCC Cloud?
     
    If so its not sharable that's why.
