Update the data or create new rows if new from Cognito Forms - into Excel

I have managed to get the data from the cognito forms into excel however when I put the condition of if the record exists then update if not - create a new one 
 
 
however it isn't working - 
not(equals(length(outputs('Add_a_row_into_a_table')?['body'])))

    Please explain what Not Working means

    P.S. Can you share the JSON?? 

    Are you sure you don't have another property that you need to use the length on????
