I am trying to send an email from a power app form and keep returning a 404 error.
REST API is not supported for this mailbox.
Is this something I can overcome, or has my employer curtailed functionality.

PowerApps send email requires an exchange online license for the logged in user

Please check these points:
1)Does your account have license of using Outlook connector?
2)Did you enter right credentials?
3)Did you connect with Office365 Outlook successfully?
4)Does you have access to an O365 mailbox that has the REST API enabled?
