Excel File is locked for shared use by

I have built a flow that is supposed to pull data out of PowerBI and iteratively save it to an Excel File. The next flow pulls the content out of the first excel file and populates a second file. The flow then is supposed to overwrite the file with all the data in it. When trying to overwrite the file with an empty table it get the following error. the File step is the step with the issue.

 

Problem: Power Automate is locking the file and not reletting me overwrite the file.
