Confirmed that both key and values are matching and no spaces found

You can try using Office Scripts as a workaround (though this scenario is like hitting a nail with a jackhammer), specifically Office Scripts with Power Automate. This is the 'Run Script' action on the Excel connector. With Office Scripts you can use the 'Run Script' action to execute javascript against a workbook. So you can literally just reimplement the update a row action using OfficeScripts.
