Team Notification issue

I am able to send notifications from flow to teams, but if I am sharing this app with anyone, in this case, the user is not able to send the notification on teams at running time. 
Kindly suggest.

    By "sharing this app" do you mean adding others as an owner or do you mean that you made copies for others to use.  If you made a copy, is the user a member of the team where the notification is to be posted?
