I am currently creating a gallery and filtering a list to get items' column not start with '00', '01', '02' and i want the rest of them, how do i do it without delegation? Thank you!

You actually mean with Delegation (you are currently experiencing a lack of it) ? You need to list all the other possible values with Or between them as Not() ! is not Delegable.
