I am using the same flow which was working with no issue last month.
It sends a email send with options to the user's inbox. no matter the user's email is gmail or hotmail.
But now, the email only arrives to hotmail inbox, but no longer gmail. Is anything changed recently?

I know you probably checked, but could it be in the SPAM folder.
If it delivers to external emails, Gmail should not be an exception, but probably Google did some changes that are blocking some sort of types of emails.
I'm not sure if there were changes since they are quite opaque to us.
