Hi,
I want to build business apps and websites using Powerapps, Flow and CDS. All employees have office 365 license. Would that be sufficient for them to access the apps that I am going to share in the future or do they need to purchase licenses?

With Office 365 licenses, you can build apps with PowerApps that connect to a SharePoint data source without needing to purchase additional licenses. To use the CDS as a data source, you would need to pruchase additional licenses.

According to the documentation below, PowerApps for Office 365 license does not include Data storage and management in Common Data Service. To use CDS in PowerApps, you and your users all need to purchase standalone PowerApps plans.
