Create a voting app

My church needs a method for membership voting.  I would like to develop a flow where a form is presented to a member, they enter in their Member ID, the ID is verified against a excel spreadsheet.  If the number is on the sheet, the number is marked used.  If a member tried to vote again the verification process would look to see if the voter status is not equal to used, is it is they would receive a response that they have already voted. The member is then presented with another form which asks them if they want to vote electronically or by paper.  If the member chooses electronic voting they are given another form with the information they will be voting on.  If they choose paper the form with the voting information is sent to a local printer.  Electronic voters would receive a confirmation message that their vote has been recorded. The paper ballot voter would vote and place their ballot in a box and receive a paper confirmation.  When voting was complete I could review the excel spreadsheet with the Member ID information to verify who has voted. Then pull the responses from the vote form.  This is so there is no way to see how a person voted on that they did or did not vote since the vote form would not be collecting their Member ID or name.  

Options that are not available, this isn't a organization with a business licenses therefore congregational members do not have a license to use Office 365 only 5 staff members so the forms have to be available to anyone. I do have a SharePoint site and OneDrive.

 

This sounds complex and my Power Automate knowledge is as a beginner.  I can create the forms and spreadsheet I could use some advice on the logic and steps.
