Does the Theming component use PCF?

I´m trying to understand if the Theming component in CoE-starter kit is using PCF?

 

Do I need to have PCF enabled in all environments where I´m using my canvas app, or only in the environment where I have installed the the Theming Editor and Theming Gallery?
